Requirements
A shared VPS with 1 vCPU and 1 GB RAM is enough for most organisations.

Important — HTTPS required
A reporting channel over plain HTTP breaks the confidentiality duty of §8 HinSchG and GDPR. In production, HTTPS is not optional.
